What is IARC

Established in 1986, IARC is a non-profit, community legal centre specialising in Australian immigration law and policy. IARC provides free immigration advice to financially disadvantaged people in New South Wales. IARC is not part of the Department of Immigration or any other Government department. All migration advice given on behalf of IARC is given by Registered Migration Agents who must comply with the Code of Conduct for migration agents.

IARC is a registered charity. All donations made to IARC are tax deductible.

In addition to our advice services, IARC is also a leader in immigration education, continuing professional development activities and promoting community awareness through community information sessions regarding Australian immigration services and processes. IARC is also a strong participant in advocacy on immigration policy and law reform, promoting the interests of the non-profit sector and the clients who rely on our services to access independent and free advice and assistance. For further information, go to IARC Policy and Law Reform.

IARC is responsible for several publications including: The Immigration Kit, a practical, plain English guide to Australian immigration law and practice; the Immigration News, a quarterly newsletter; and numerous plain English information sheets regarding immigration processes and visas. How is IARC funded

IARC is a community legal centre funded primarily by Commonwealth and State Legal Aid. IARC also receives some funding under the Immigration Application Advice and Assistance Scheme (IAAAS) administered by the Department of Immigration.

In addition, IARC generates its own funds through its education initiatives and publications, as well as through donations. Further information about IARC’s funding and structure can be viewed in IARC’s Annual Reports.

Our people

IARC is an associated incorporation and a registered charity. The organisational structure of IARC is comprised of a voluntary Management Committee (‘Board’), Director/Principal Solicitor (‘Principal Solicitor’), employed staff and volunteers.

Management Committee:

IARC’s management committee includes:

  • President: Lisa D’Ambra, an accredited specialist/ Solicitor in Immigration law.
  • Treasurer: Mark Dennis, Barrister
  • Vice President: Leonard Karp, Barrister
  • Secretary: Graeme Coss, Associate Dean and Senior Lecturer, University of Sydney Faculty of Law
  • Board Member: Tony McInerney, Barrister

Director/Principal  Solicitor – Mark Papallo

Mark Papallo is the Director/Principal Solicitor of IARC.  Mark is responsible for the legal practice and overall management of the Centre. Mark holds a NSW Solicitor’s Practising Certificate.


Education Co-ordinator/Caseworker - Chris Yuen

Chris has been with IARC since July 2007. Chris works at IARC full-time and is responsible for the coordination of IARC’s Education initiatives. Chris also provides advice and casework services at IARC. Chris has held a NSW solicitor’s practising certificate since 2001, and has been a Registered Migration Agent since 2003. Chris’s Registered Migration Agent number is 0320432.


Caseworker/Advisor - Louise Reeves

Louise has been with IARC since early 2009. She has held a NSW Solicitor's Practising Certificate since 2006 and has been a Migration Agent since 2001. Louise works full-time as advisor and caseworker at IARC. Louise's MARN is 0210182.


Caseworker/Advisor - Ali Mojtahedi

Ali has been with IARC since mid 2009. He previously worked in the Federal Magistrates Court as a deputy associate. Ali works full-time as advisor and caseworker at IARC. Ali's MARN is 0959999.


Part-time Caseworker/Advisor - Rowena Irish

Rowena Irish has been with IARC since early 2004 and currently works part-time on Thursdays and Fridays as a Caseworker. Rowena has held a NSW solicitor’s practising certificate since 2000, and has been a registered migration agent since 2004. She was co-author of the 8th edition of the Immigration Kit and is currently editor of Immigration News (IARC's quarterly publication). Rowena’s Registered Migration Agent Number is 0426346.


Advisor - Roxana Zulfacar

Roxana has been with IARC since 2005 and currently works on a casual basis providing advice to clients. Roxana has held a NSW solicitor’s practising certificate since 2003, and has been a Registered Migration Agent since 2005. In addition to her role as a Solicitor/Migration Agent, Roxana also works in a non-solicitor role as the Advocacy and Human Rights Officer for Community Legal Centres NSW. Roxana's Migration Agent Registration Number is 0534641.


Administrator - Yan Ming Au

Yan Ming Au has been IARC’s full-time Administrator since September 1991. Yan Ming looks after IARC’s general administrative and accounting needs. Yan Ming also handles general inquires by the public and can refer you to the most appropriate IARC staff member to assist you with your query.


Administrative Assistant - Elena Simms

Elena is engaged by IARC as an administrative assistant to assist all IARC’s staff and users of IARC’s services. Elena handles general inquiries by the public, and can refer you to the most appropriate IARC staff member to assist you with your query.


Casual Database Administrator - Maria Ang

Maria is engaged by IARC on a casual basis to ensure that IARC’s statistics and electronic data is kept up-to-date and compliant with funding guidelines. Maria has been with IARC since 1997.
